The Emperor
The Emperor is the head of state in New Pugnasia. The Emperor is a constitutional monarch which means that the King doesn't have absolute power. The Emperor can create alliances, appoint military and political leaders, and veto any proposals from the Assembly.

Josef Hernandez entered micronationalism on July 16, 2016 when he became President of Strasovania. When the Lee Reforms happened he was appointed Minister of Homeland Intelligence. When Pugnavia collapsed, he was voted President of New Pugnasia. On November 12, 2016 he was voted first monarch of New Pugnasia.
